I'm certainly not the first.

A Google search on "library of babel" and "borges" brings up over 2400 pages - quite a shelf unto itself. Of course not all of these anaylze or discuss Borges' story. A few are copies of the story, others may quote it, still others probably refer to it only in passing. A few simply use the title of the story to provide a list of links on quite unrelated topics. But with over 2400 pages showing up, it's a fair guess that there are lots of people who are discussing the story, relating to it, using it as a metaphor.

I've only reviewed a small percentage of those pages, but it's been enough to find some interesting articles, like here, here or here. It was obvious that I wasn't the first person to find internet-related connections to the story, though I wasn't prepared for being quite so far down the list.
